Would zone control fix our heating and cooling issues?

The different parts of our house are always either too hot or too cold.

It doesn’t matter the season, it’s always too hot in the upstairs rooms and too cold in the downstairs rooms regardless of whether we are using air conditioning or heating.

I understand that hot air rises but there has got to be a way to keep our house comfortable. If not, it may be time to find a new home. For sure, a single story home. Just for fun, I started looking at homes online and I saw that many of the nicer homes have something called zone control. I looked up what zone control is and found out that there are dampers in the ductwork of the HVAC system so that every room in the house can have its own thermostat setting. The dampers close off the vents when the room has reached its desired temperature. Zone control works with the existing HVAC system of the house. I was excited after finding this out. I bet we could install zone control in our house and keep both stories of the house comfortable. I mean when the heater is on the upstairs dampers would close off the heat to the upstairs once a comfortable temperature was reached. When the air conditioner is on, the same thing would happen downstairs and the downstairs area would not be freezing cold. I really want to look into this. I bet it would cost a lot less than moving and just maybe we might actually like our house for once.
